SAN JUAN COUNTY ADDRESSING POLICY
PREFACE

THE SAN JUAN COUNTY ADDRESSING POLICY was adopted by the Board of County Commissioner of San Juan County, New Mexico on February 21, 2006, revised by the Board of County Commissioners on January 17, 2007.

THE SAN JUAN COUNTY ADDRESSING POLICY is a policy of the elected body of the Board of County Commissioners of San Juan County, New Mexico. Anyone may propose amendments to this policy by addressing such a request to the San Juan County Executive Officer at 100 S. Oliver Dr., Aztec, New Mexico, 87410.

SAN JUAN COUNTY ADDRESSING POLICY
SECTION 1. GENERAL PROVISIONS AND PURPOSE

The purpose of this document is to provide simple procedures for the orderly and uniform administration of the San Juan County addressing system and to establish standards for the issuance of addresses and road numbers.

SECTION 2. ISSUANCE OF AN ADDRESS
A. Applicabiltity

A road number is issued by the Addressing Division for addressing purposes only.

This document applies to all assignments of addresses within San Juan County=s unincorporated area consistent with the mile marker system developed and implemented by the San Juan County Commission in 1983.

Addresses will not be assigned: (1) on the Navajo Reservation or (2) in the addressing jurisdiction boundaries of the Cities of Farmington, Bloomfield and Aztec, as defined by the joint powers agreement. However, addresses will be assigned in the area south of Bloomfield known as the Checkerboard Area.

B. Prodedure
Pursuant to the implementation of the AProtocol for Issuance of a Rural Address@ approved by the County Commission on August 21, 1997, the following criteria applies:
1. Obtain from the applicant:
a. The need for an address.
b. Name of approved subdivision and location of parcel.
c. A recorded deed or real estate contract showing land ownership.
d. Location of driveway.
e.

A driveway permit issued by the San Juan County Public Works Department pursuant to San Juan County Ordinance 2, if the driveway will access a county maintained road or a permit issued by the New Mexico Department of Transportation (NMAC 18.31.6) if the driveway will access a State or US highway.

2. After obtaining the above necessary information the following will apply:
a.

If determined that the parcel is within an approved subdivision, an address will be issued without further review.

b.

If determined that the parcel in question is not within an approved subdivision the addressing personnel will research the Assessor=s and Clerk=s information to determine the status of the parcel.

c. If determined that:
1.

The parcel of land requires some type of subdivision process, the addressing personnel will refer the applicant to the Real Estate Specialist/Subdivision Review Officer.

2.

The parcel of land does not violate current subdivision requirements as it exists then an address will be issued without further review.

3.

Once the status of the land has been determined, the applicant is asked to fill out an address application form (Appendix A) providing the following:

a.

A recorded deed showing land ownership and if necessary documentation of an approved division of land.

b.

Information pertaining to the legal access as well as the location of the driveway and driveway permit if applicable. (Addresses are determined by mileage from the beginning of the road to the location of the centerline of the driveway.)

4.

If addressing personnel are able to determine an address without going out in the field, then an address may be issued without further review. If an address can not be determined, then the applicant may have to allow time for the addressing personnel to go out to the location, compute the mileage, and determine the address.

5.

Once the address has been calculated, an Address Verification Form (Appendix B) is issued. (The applicant is then informed that the utility companies will require a copy of the verification form prior to approving any service.)

6.

Shortly after the address has been assigned the addressing personnel will go out to the location, install a T-post, and attach a sign with the white-on-red reflective house numbers.

SECTION 3: ISSUANCE OF A ROAD NUMBER
A. Applicabiltity

This document applies to the assigning of road numbers to a road that meets the requirements previously established and implemented with the addressing system approved by the County Commission in 1983. A road number is issued for addressing purposes only. The Addressing Division does not maintain information pertaining to the maintenance of roads, right-of-ways or land ownership. The Addressing Division maintains records of road numbers assigned and informs 9-1-1 agencies and other County departments of the newly assigned road numbers, changes in road numbering, and range of addresses on a road.

B. PROCEDURE
1.

Road numbers are issued pursuant to the system established and implemented by the County Commission in 1983. This system specifically designates areas established for 1000 through 7000 road numbers based on specific geographical areas. They are as follows:

1000 - 1999

La Plata River Valley from the Colorado state line to the northern boundary of the City of Farmington=s addressing jurisdiction.

2000 - 2999

The Animas River Valley from the Colorado State line to the east city limits of Aztec and east of New Mexico Highway 550 to the north Bloomfield city limits.

3000 - 3999

The Animas River Valley from the western City limits of Aztec to the eastern City of Farmington addressing jurisdiction boundary including areas along New Mexico Highway 574, north of Aztec to the Glade Road and areas on Crouch Mesa, north of County roads 390 and 5030.

4000 - 4999

The San Juan River Valley and the Pine River Valley from the Colorado State line to the eastern City limits of Bloomfield and east of New Mexico Highway 550 including Middle Mesa.

5000 - 5999

The San Juan River Valley from the western city limits of Bloomfield to the eastern City of Farmington addressing jurisdiction boundary including south of County roads 390 and 5030.

6000 - 6999

The north side of the San Juan River from the western City of Farmington Addressing Jurisdiction boundary to the eastern boundary of the Navajo Indian Reservation.

7000 - 7999

All areas south of a line described as: Sections 7 - 12, Township 28 North and Ranges 8 - 13, bounded on the east by the San Juan and Rio Arriba County line, south by the San Juan and McKinley County line and the west by the Navajo Indian reservation. This area is commonly known as the Checkerboard area.

2.

Most roads within these areas are assigned a four digit number. However, pursuant to the County Commission approval of August 4, 1999, main arterial roads are assigned a three-digit road number and roads within a subdivision may be assigned a five-digit number. (This number is determined by utilizing the four-digit road number assigned to the main road within the subdivision and adding a one, etc. to that number.)

3.

Roads are assigned a number based on the total number of residents (four or more) located on that road. (If requesting a road number it is imperative that a legal access road be identified.)
