Mission

The mission of the Methamphetamine Pilot Project is to build upon the successes of the DWI Center and increase recovery potential for methamphetamine abusing offenders in the San Juan County criminal justice system.

The jail-based methamphetamine treatment center operates under the San Juan County Alternative Sentencing Division, whose mission is to “…improve the quality of life for citizens of San Juan County by providing credible sentencing options for the judiciary and promoting viable opportunities for offender success.” The Alternative Sentencing Division’s vision is to operate as a “…catalyst for life change among criminal offenders in San Juan County.” Collaborating with the judiciary and combining industry best practices, the Alternative Sentencing Division increases the potential for offender rehabilitation and, by extension, the safety and quality of life for all residents.

The jail-based methamphetamine treatment center combines clear punitive consequences with evidenced-based treatment strategies and case-managed aftercare to support clients’ sobriety and recovery. The program objectives are clear: maintain a safe and secure environment, provide the “tools” necessary for addiction recovery, motivate the client toward behavior change, and appropriately support clients’ navigation through the aftercare process.

The MPP provides 60 days of gender appropriate inpatient substance abuse treatment preceded and followed by intensive case management. The treatment strategy, sensitive to the engagement level and ability of the clients, includes individual & group therapy, life skills, substance abuse & health education, 12-Step programs, and Job Club.

Upon completion of the secure inpatient phase, clients complete at least 12 weeks of Intensive Outpatient Programming based on the Matrix Model followed by at least another 9 months of aftercare. With the exception of case management, Presbyterian Medical Services provide these services.

State and local service agencies have created a collaborative strategy that leverages multi-agency resources for pre-admission screening and continuing care / follow-up. Collaborating entities include various departments within San Juan County, Totah Behavioral Health Authority, Presbyterian Medical Services, San Juan Safe Communities Initiative, CYFD, Drug Court, Adult Probation, Farmington Municipal Court Services, Adult Misdemeanor Compliance, and Pre-trial Services.

The Program utilizes the Community Reinforcement Approach in helping clients identify individualized strategies to avoid alcohol and drug abuse within the context of Motivational Interviewing.

The primary referral source has been District Court and most of the clients have been associated with Drug Court; however, clients have also been referred and/or recommended from magistrate and municipal courts, Adult Probation and Parole (APPO), and the Children Youth and Families Department (CYFD).
