This ordinance shall be known and may be cited as the "SAN JUAN COUNTY – CITY OF FARMINGTON JOINT EXTRATERRITORIAL PLANNING AND ZONING ORDINANCE AND RESOLUTION".

Until such time as the County of San Juan and the City of Farmington may, in joint cooperation, adopt an appropriate zoning ordinance for the territory within the extraterritorial zoning jurisdiction as defined in Section 14-20-2 and Section 14-20-2.1, N.M.S.A. 1953 Compilation as amended, the provisions of the zoning ordinance of the City of Farmington (Ordinance No. 444, codified as Appendix 1 to the Farmington City Code) as the same has been or may from time to time be amended by the City Council of the City of Farmington (including the definitions, districts and procedures established therein) shall constitute the zoning ordinance for, and shall apply to, the extraterritorial zoning area aforesaid.

The Zoning Ordinance of the City of Farmington as more fully described in the preceding section of this ordinance, is hereby incorporated into this joint ordinance and resolution by reference made thereto as though such zoning ordinance were here set forth verbatim and such zoning ordinance is hereby adopted as the zoning ordinance for the extraterritorial territory which is within the subdividing and platting jurisdiction of the City of Farmington but which is situated outside the corporate boundaries of the City of Farmington, such territory being more fully defined in Sections 14-20-2 and 14-20-2.1, New Mexico Statues Annotated, 1953 Compilation as amended.

Public notice of the proposed adoption of this joint ordinance shall be given by publication in the manner specified in Section 14-16-2.1, New Mexico Statutes Annotated, 1953 Compilation as amended at least two weeks prior to the consideration of final action of such ordinance by the respective governing bodies of San Juan County and the City of Farmington in a newspaper of general circulation in San Juan County, New Mexico. This ordinance shall be published in full in such notice and, in addition, the said Zoning Ordinance of the City of Farmington shall be published by title and general summary as an appendix to such notice.

Copies of this ordinance and the said Zoning Ordinance of the City of Farmington shall be made available to any interested person upon payment of a reasonable charge at the office of the City Clerk, City of Farmington, 800 Municipal Drive, Farmington, New Mexico, and at the office of the County Manager, San Juan County Courthouse, Aztec, New Mexico.

This ordinance shall be submitted to an extraterritorial zoning commission and shall become effective following its approval by such extraterritorial zoning commission and publication in the manner provided by law.

This ordinance for extraterritorial zoning shall remain in effect until rescinded by a joint ordinance and resolution of the governing bodies of the City of Farmington and the County of San Juan provided, however, that should either such governing body hereafter determine this ordinance to be detrimental to the interest of citizens in the extraterritorial zoning territory as above described or that the City of Farmington Zoning Ordinance should no longer be applicable to such extraterritorial zoning area, then, and in any such event, upon resolution of either or both such governing bodies, a joint meeting of such governing bodies shall be scheduled and held within 60 days of any such resolution and an appropriate ordinance shall be promulgated and adopted to be applicable to and provide for extraterritorial zoning which ordinance shall thereafter be submitted to an extraterritorial zoning commission pursuant to the provisions of Section 14-20-2.1, N. M. S. A. 1953 Compilation as amended.
