About Commissioner Fortner
Commissioner Fortner grew up in Farmington, New Mexico and graduated from Farmington High School in 1973. He obtained his Bachelor of Arts Degree from the University of New Mexico in 1978, and obtained his Juris Doctor Degree from the University of Michigan in 1981. He currently serves as the managing Partner in the Law Firm of Fortner & Quail, LLC.
Jack Fortner was elected to the San Juan County Commission, District Four, in 2016 for a term ending December 31, 2020. Jack has previously served on the County Commission from 2012 to 2016, from 1996 to 2000, and again from 2000 to 2004. He served as Chairman of the Commission in 1997, 2000, 2003, 2017, 2019, and currently serves as the Chairman. Jack also served as Chairman Pro Tern in 1999, 2002, 2016 and 2018.
Commission Fortner served on the Labor Management Relations Board for the City of Farmington, and was the Chairman of that Committee from 1995 to 1998. Commissioner Fortner also served on the New Mexico Environmental Board from 1994 to 1996 and in 1995 was Secretary of that Board.
Commissioner Fortner served as President of the San Juan County Bar for the term of 1994/1995.
Governor Gary Johnson named Commissioner Fortner to the New Mexico Department of Corrections Transition Team in 1996, and Governor Susanna Martinez named him to the New Mexico Higher Education Transition Team in 2010.
Jack Fortner is the only person in New Mexico to ever be appointed for three consecutive terms, or be appointed by three Governors to the Board of Regents of the University of New Mexico. He went off the UNM Board in 2017.
As a member of the Board of Regents of the University of New Mexico, Jack served as President in 2005, again in 2011, 2012, 2013, 2014 and 2015.
Mr. Fortner also served as Vice-President of the Board of Regents of UNM From 2001 to 2004 and again from 2006 to 2010. From 1998 to 2010, he served as Chairman of Health Sciences Committee of the Board of Regents. He also chaired the Search Committee for the UNM Presidential Search of 2012, which resulted in the hiring of former President Dr. Bob Frank. Mr. Fortner was also a member of the UNM Search Committee for the UNM Athletic Director in 2007 which resulted in the hiring of Paul Krebbs, and a member of the Search Committee for the UNM Football Coach in 2012, which resulted in the hiring of Bob Davy.
Commissioner Fortner also served as the Domestic Relations Hearing Officer for the Eleventh Judicial District Court, San Juan County, New Mexico from February 2003 through July of 2003, and served as the Alternate Domestic Violence Commissioner from February through December 2010. He also served as the Alternate Farmington Municipal Judge from 1994 to 2009.
Commissioner Fortner is a graduate of Leadership San Juan, a member of the San Juan Rotary Club and was very involved in his children's sporting activities as they grew up, including coaching the Farmington High Summer Softball Team and the Piedra Vista Summer Softball Team.
Commissioner Fortner currently serves on the Energy Transition Act Advisory Committee, and the Northern Area Work Force Development Board for Adult and Youth Job Training.
Jack is married to Terri Fortner, a Psychiatric Nurse Practitioner. They have two children, Suzanne and Krissy. Suzanne Cervantes, is an attorney and married to Joe Cervantes, and they have one child. Krissy is a Graduate student of the University of New Mexico.
