Manufactured Home Moving Permit Checklist – San Juan County
Before you move a manufactured home on County roads, you must comply with County Ordinances and State of New Mexico law.
County Requirements (Ordinance 19)
• Initiate a Moving Permit from the San Juan County Assessor.
• All property taxes on the home must be paid/current.
• Permit must be attached to the home during transport.
• Provide the destination address (valid municipal/county address or clear legal description).
• Penalties: Up to $300 fine and/or 90 days in jail for moving without a permit.
State Requirements (NMSA 66-7-413; NMAC 18.19.8.1)
• A Special Oversize/Overweight Permit from the State is required to transport a manufactured home.
• Transporters must be licensed and comply with safety regulations (escort vehicles, signage, lighting, tie-down standards, etc.).
• Penalties: Fines from $50 to $1,000 for noncompliance.
What You Need to Do
• Start at the Assessor’s Office – request a tax release for a move. Provide the current address, destination, and mover’s name. Depending on the destination, you may be directed to Community Development, City of Aztec, or City of Bloomfield for additional permits.
• Once those permits are confirmed, the Assessor’s Office will create the electronic Tax Release and send you to the Treasurer's Office.
• At the Treasurer's Office, you must pay all outstanding taxes as well as the current year's taxes in full and receive the green Moving Permit.
• Ensure your mover obtains the required State Transport Permit.
• Keep all paperwork with you during the move.
