If you received a Notice of Violation, you have until the Compliance Date to resolve the issue.

If you are unable to comply within the timeframe allotted, you must contact the Enforcement Officer that sent you the notice to discuss a clear plan towards compliance. If you continue to make clear and obvious progress towards compliance between inspections, the Enforcement Officer can allow you the time necessary to comply.

Failure to act will result in a summons to court.

San Juan County provides a Voluntary Property Clean-up program (VPC), or Hardship Relief Assistance (HRA). Upon qualification for either of the programs, Public Works removes junk mobile homes, trash & debris.

NOTE: Before you can qualify for either assistance program you must have titles for each mobile, RV, camper, boat, etc., to be removed!

Applicants for these programs must provide income verification documentation and disclose any liquid assets or resources and provide proof of such. Incomplete applications will not be considered.

You will also be required to read the SJC Property Clean-up Program & Hardship Relief Assistance Policy & Procedure and agree to be bound by all terms of that policy. Click HERE to read the policy.

Voluntary Property Clean-up Program

To qualify for the VPC program the household income limit is $30,120.00 (add $10,760.00 to the household income limit for each additional family member). If a household qualifies for the VPC program then landfill fees will be charged and must be paid into an escrow account prior to clean-up.

Also, once an application is received and it is determined that the applicant is income qualified for the program, the applicant must provide to the County documentation that a professional hazardous materials survey has been completed and no hazardous materials are present on the property.

Estimated VPC Project Fees:

• Small: RV, small mobile home (pre-1977), trash & debris (20 tons). Escrow amount $900.00
• Medium: Single wide manufactured home (post-1977), outbuildings (30 tons). Escrow amount $1400.00
• Large: double wide manufactured home with outbuildings (60 tons). Escrow amount $2700.00
• Extra Large: Site built structure (90 tons). Escrow amount $4100.00

Hardship Relief Assistance Program

To qualify for the HRA program the household income limit is $15,060.00 (add $5,380.00 for each additional family member). If a household qualifies for this program, all fees will be waived. The requirement for a Hazardous Materials Survey will also be waived.

If you choose to apply for one of the assistance programs above, complete the application form, print it and bring it along with all supporting documents to: Community Development, 209 South Oliver Drive, Aztec, NM 87410.

The following tow companies do not have any contractual agreement with San Juan County to tow vehicles for landowners or occupants notified of ordinance violations involving “junk” vehicles.

Each company has been contacted by Code Enforcement to confirm they will tow vehicles from private property as part of an abatement issue.

The salvage yards will pay for vehicles with a title, commensurate with their condition. Vehicles without a title, they’ll haul off for free. Salvage yards are likely to pay more for vehicles.

Southwest Auto Towing & Bloomfield Towing will remove vehicles without titles free of charge, and might pay for vehicles with titles, depending on their condition.

Rock Bottom Towing & Junk Removal will remove vehicles for free, but won't pay for them.

The following clean-up contractors do not have any contractual agreement with San Juan County to abate code violations for landowners/occupants that involve abandoned/junk mobile homes.

Each company has been contacted by Code Enforcement to confirm they do offer demolition services for mobile homes as part of an abatement issue. This list is only offered for convenience.

Note: As a reference, a recent medium-sized abandoned single-wide mobile home demolition cost was estimated at over $6,000.00. Each circumstance is different, so please call the contractors listed below if you want more information.

Landfill 

When using the Landfill, remember that it is closed for inclement weather, or during high winds, so call first if you are not sure. Also, it:

Doesn't accept:

• Hazardous waste
• Refrigerators, or anything containing Freon. (You'll need to take those items to a waste facility operated by San Juan County) 

Does accept:

• Auto Shredder Fluff
• Biosolids
• CERCLA Waste (CERCLA waste is hazardous waste that has been improperly disposed of or managed, and is the subject of the Comprehensive Environmental Response, Compensation, and Liability Act. Call for more information.)
• Construction & Demolition Debris
• Municipal Solid Waste
• Tires
• Yard Waste/Green Waste
• Household waste

FEES: The first 700 LBS are $16.85. Anything over 700 LBS is charged at $48.29 per ton. (Current rates as of 01/20/25. Rates do change each July 1st.) 

For an idea of how much your project might run:

• A small RV, small mobile home with some trash & debris weighs approximately 20 tons
• A medium sized single wide manufactured home with some outbuildings weighs approximately 30 tons
• A large double wide manufactured home with outbuildings weighs approximately 60 tons
• A site built structure may weigh approximately 90 tons

Remember, when using the County's Solid Waste Management services, they don't accept:

• Hazardous materials
• Construction waste materials, such as plywood, lumber, broken concrete, etc.

They DO accept:

• Refrigerators
• Appliances
• Electronic equipment
• Household waste

NOTE: Residents are strictly limited to 3 cubic yards per day! (One long-bed pickup truck filled to the top of the side rails is approximately 3 cubic yards.)
