Update December 10, 2025:
Engineering evaluations were sufficiently complete to issue a limited release from the stop work notice on 12/8/2025 to allow resumption of construction activities

A stop order has been issued for work on this project. No work will continue until the stop work order is lifted.
On November 19, a slope failure above the northwest wingwall has caused significant damage and will require engineering evaluation to determine next steps.

Crews are completing backfill and restoring the channel and stabilizing rocks.
NOTE: There will be no further update until after Dec. 12 when weather will be the deciding factor in paving operations.

Completion has been delayed by a number of factors that are outside the control of the County and the contractor. Engineering of structural supports after initial demolition and the production and delivery of those supports was 5-6 weeks longer than anticipated.
There are a number of specialty contractors involved in this process, and schedule impacts are not uncommon given the limited availability of those contractors and engineers.
Three week look ahead-
- Backfill deep excavations with stone
- Forming and rebar for grade beam foundations
- Place and cure concrete for grade beam foundations
- Initial assembly of structural multi-plate pipe arch
Background:
Bridge 3121 on Road 3000, over the Jones Arroyo was built in 1970 and sees an Annual Average Daily Traffic (AADT)of around 2,300 vehicles. Based on the condition of the bridge and its traffic, the bridge was programmed for replacement in 2025. A contract for replacement was awarded with a 1-year completion time frame, in the amount of $2,425,300. American Rescue Plan Act (ARPA) funds account for $280.575 of the total project cost. The replacement structure is expected to last at least 80 years.
The contract with Hasse Contracting, from Albuquerque, to complete both bridges is a year-long, at a contracted price. The contract was awarded through a state-approved procurement process, with 56 firms invited to bid, and four firms responding. Hasse’s bid was determined to be “balanced and acceptable” by the project engineer, and the lowest bid. The contract requires San Juan County to allow Hasse the full contract length to complete the work.
Road 3000 was closed on March 3, 2025, for demolition and replacement. The original estimated closure of 4 months has been extended.

Background:
Bridge 8111 on Road 3500, over Flora Vista Arroyo, was built in 1967 and sees an Annual Average Daily Traffic (AADT) of 1,800 vehicles. Based on the condition of the bridge and its traffic, it was scheduled for replacement in 2026. A contract for replacement was awarded with a 1-year completion time frame in the amount of $4,232,000. American Rescue Plan Act funding accounts for $3,061,385 of the total project cost. The replacement structure is expected to last at least 80 years.
Road 3500 was closed on January 27, 2025, for demolition and replacement. The original estimated closure of 4 months has been extended.
