San Juan County's 90% design of the project was reviewed by the New Mexico Department of Transportation in May 2025. The associated engineers estimate for construction is $29.5M. San Juan County continues to complete pre-construction right of way and environmental activities while pursuing funding opportunities for construction.
Background
During the 2021 2nd Special Session of the New Mexico State Legislature, the approved HB2 included $40M in collective funding for the City of Farmington and San Juan County Pinon Hills Extension Project
This money is discretionary state funding through the American Rescue Plan Act (ARPA). Ultimately, $39,463,785 was allocated to the City of Farmington phase of the project, currently in construction. San Juan County was allocated $563,215. This funding was supplemented by $1,250,000 in Federally Directed Spending from Senator Martin Heinrich in 2022. Currently, San Juan County's phase of the project is funded through pre-construction engineering, environmental, and right of way activities.
